MEETINGS |
| |

are one of the most important tools to achieve good communication
and cooperation among people coming from such various institutions
and backgrounds. The experience we've gained in the last there
years, shows that, especially in this region, only communicating
in indirect ways (phone-calls, emails, letters) is not enough
to have a sustained and continuous flow of information. Especially
in the Rep. Moldova, communication works much better if you
manage to meet and talk to the responsible persons. Purpose
of the meetings is to: |

enable the members of different
future working groups to meet at least three times during
the project, |
|
|
|
create opportunities for the interested
citizens to voice their opinions, request and receive information,
|
|
|
|
enable the people from the pilot
areas to get detailed information and tools to address the
nutrient related issues |
|
|
|
bring together decision-makers,
governmental bodies' representatives, experts, environmental
NGOs, from both countries |
|
|
|
draw attention of both national,
regional and local media. |

Contribute to identifying both
resource persons, and interested stakeholders depending on
the specific responsibilities, roles, commitment and availability |

Three Joint Project Team Meetings (JPTMs) |
|
|
will be organised during the project implementation
in order to enable the project partners to jointly plan
and complement their activities. The JPTM will contribute
to the common understanding of the information exchanged,
clarifying details and specific aspects of both the project
implementation process and the content of the supportive
documents.
During the JPTM:

the action plan will
be established together with its detailed implementation phases,
tasks of the responsible persons, changes needed to be designed,
expected results, and monitoring procedures. |

project management will be finalised and thus each partner

Inception Conference
(IC)
|
| |
The Inception Conference is meant
to bring together decision-makers, governmental bodies' representatives,
experts, environmental NGOs, from both countries so as to
build a common vision, share knowledge and information about
the topic related issues. The IC will provide the participants
the occasion to actually meet and discuss directly with their
counterparts from the neighbouring country.
The process of disseminating the information regarding the
chapters already fulfilled, together with the existing information
on the chapters in working of the "Prut Basin Management
Plan," will be started. Procedures and deadlines for
input and comments will be established. A special attention
will be paid to the management of the expectations of the
participants.
In addition to the previous mentioned aspects, the Inception
Conference will be very important for the project dissemination,
as a media event. Thus press-briefings and press releases,
written, audio and visual presentations will be prepared.
No of expected participants: 70-100. Planned location: Galati.

Multi-stakeholders' Meetings (MSMs) |
| |
will be organised both
in the communities selected for the pilot projects** and in
several other locations within the Prut Basin (4 in Rep. Moldova
and 2 in Romania).
**The MSMs in the pilot regions will approach in detail local
water-related problems, identify possible solutions and apply
the appropriate ones. Gradually, other topic -related issues
will be addressed: BAT in agriculture, wise use of floodplains,
wetlands, biodiversity, sensitive management of natural/semi-natural
areas, sustainable development and public participation. Even
if the detailed planning of these meetings will be the responsibility
of the NGO partners in the respective countries, all the partners
will work together with the experts involved to identify design
and apply solutions. Each project partner will designate a
person responsible for the pilot module and this person will
attend also at least half of the meetings organised in the
neighbouring country pilot area. |

COLLECTION
OF SPECIFIC, topic - related data
|
| |
(locally-held
information on nutrients and toxic substances such as polluters
and pollutants, the potential dangerous sites and current
activities; resource persons; outcomes of other already implemented
projects accomplished and/or drafted; etc.)
This 11 -month activity is very important as it helps to make
the best of the information provided by the bodies administrating
the area, NGOs, nature protection groups, water-related responsible
bodies, research institutes, and EPAs, as well as information
produced within the Danube Pollution Reduction Programme,
the latest information provided by the ICPDR Danube Survey
Report (September 2002), and the latest WWF reports.
In spite of the existence of the plentiful topic- related
information and knowledge, the elaboration of the Prut RBMP
implies new challenges regarding new concepts such as integration
and public participation (i.e. international co-operation
in the Danube RBMP). The collection, reviews and analyses
of socio-economic and water management data, although carried
out by the governmental bodies, are not available to all the
potentially interested stakeholders, including the relevant
NGOs.
The collected data will be processed into an easier understandable
package that will be disseminated via publications, project
meeting folders, web pages, and media. |

COMUNNICATION
AND INFORMATION |
| |
This activity is permanent, regular,
and is very much dependent on the feed back provided by the
project partners, working group members, local administration,
etc. A lot of attention and effort will be invested in getting
feedback and maintaining a constant and dynamic information
flow. In order to attend the project goal, the project team
will: |

prepare the informational materials,
web-pages, needed for the awareness raising campaign on the
nutrients and toxic-related issues: poster, leaflets, special
edition of the newspaper "Natura", and environmental
education CDs. |
| |
|
establish and maintain a constant
communication flow among the project partners, participants
in the working groups, experts, and representatives of the
institutions envisaged to contribute to the project. |
| |
|
disseminate the results of the
work of the various working groups to all interested parties. |
| |
|
prepare press releases, press briefings,
and newspaper articles, needed for the on-going involvement
of Mass Media, etc. |
| |
|
prepare and develop a public awareness
campaign. Public participation in river basin management planning
is required by the EU WFD (2000/60/EC). The ICPDR Expert Group
on River Basin Management (RBM EG) lately prepared the 'Danube
River Basin Strategy for Public Participation in River Basin
Management Planning 2003 -2009'. This provides the operational
framework for public participation, especially concerning
the development of the River Basin Management Plans, the Prut
RBMP included |

Implement
the Pilot module |
| |
during the
first months, 2 key communities will be selected, one in each
country, and the following activities will be developed especially
in these communities: |
| |
|
Prepare
specific educational materials related with the nutrient issues
and train the local teachers to introduce the sustainable
use of natural resources (including wetlands) as a key item
within the school curricula. Practical activities will be
also organised like preparing compost facilities for the schools'
green waste, tree planting or other activities linked with
wetland restoration or management, lessons in nature on the
banks of Prut River to discover its beauties and identify
the visible problems e.g. bank erosion, deforestation, etc |

Organise
regular multi-stakeholders meetings (evening talks) to discuss
local water problems, identify possible solutions and apply
the ones that do not need financial investments. The measures
will be selected taking into consideration the best approach,
the ratio: costs/resources and the degree of involvement and
co-operation of the local stakeholders. |
| |
|
Organise
discussions with farmers' groups on the sensitive management
of natural/semi-natural resources and habitats on farmland. |
| |
|
A pilot
project will be designed and the appropriate measures for
the existing problem will be implemented within the budget
limits. The following measures are envisaged at this stage: |
| |
|
develop
organic waste management plan, |
| |
|
improve composting system, |
| |
|
building
biogas digesters for animal and household wastes for small
farms or for a group of single family households. |
| |
|
promote
organically treatment of the municipal wastewaters in the
key community through reed-bed wastewater treatment facilities:
there are numerous locations alongside the Prut river where
sewage is discharged untreated. Reed-bed technology is a low
- cost, effective and aesthetic method to treat wastewater
- using species of plants instead of machines from the usual
treatment plants. Application for a small reed-bed water treatment
plant for a group of houses/farms within the selected communities
will be designed and even built if the resources provided
by the project and the local authorities will cover the costs.
Purpose: To demonstrate that is possible and feasible to support
nutrient reduction policies by implementing adequate concrete
measures that reduce the pollution sources. |

POLITICAL
CAMPAIGN |
| |
NGOs campaigning together is a new
development both in Romania and Rep. of Moldova and yet it
is very important in order to achieve major changes. The campaign
developed will focus on two issues: |
| |
|
Access to Environmental Information-
the core issue being access to water-related information (nutrients
and toxic substances). |
| |
|
the creation of a formal structure
for a joint water-management of Prut River Basin, recognised
by both countries. |
| |
The campaign will target politicians,
civil servants, the media and other opinion formers.
Letters will be sent to at least relevant Senators and Deputies
as well as to other opinion formers, and decision-makers,
both in Romania and Rep. Moldova. The project team will propose
and support resolutions addressing these issues with the occasion
of all appropriate events organised during the PBWA project,
and beyond the project.
The project partners, especially regarding the content of
the materials developed, will equally share all the tasks
related to this activity. |

FUNDRAISING
|

in addition to the funds insured
through the project we will continuously work on securing
supplementary funds in order to: |
